Popularity of ROSE

Yesterday I just took a short run around junon. And I found that low lvl places are occupied in quite a full way. (elveroon desert-Aqua king)
Goblin (at least 4-5 parties with 6 players)

How come all high level places are empty?
No on in marsh, no one in ruins. Not visited Prison yet, but pretty much no one in Elderon.

Anyone know the reason about it?
